We went Sunday (February 4th 2018). They were in full bloom. There were a few food vendors at the top of the mountain and several little booths selling what looked to be oranges by the bundle. Best thing to do is drive slowly down the mountain and find wider spots in the road to pull over for pictures. There was a few little parking lots along the way as well. The trees at the very bottom and very top of the mountain were more bare than the ones along the road in between.
Free entry.
Would not suggest strollers although doable if you must.
Didn’t see any dogs but also didn’t see any signs saying no dogs.
The actual festival for 2018 was scheduled for Jan. 20th - Feb. 4th, 2018.
